PuTTY is a free implementation of Telnet and SSH for Win32 platforms, along with an xterm terminal emulator. It is written and maintained primarily by Simon Tatham. PuTTY supports UTF-8 but is lacking Arabic shaping and BiDi.

Patch finally Accepted into Putty's CVS. More details in this post.

Shaping is now applied by PuTTY and not windows. also Flipping is performed instead of Bidi for now. Bidi Support still to be discussed with Simon.
